Meet the Assessor

Rich Kelly was elected Orland Township Assessor in 2005. He is a Certified Illinois Assessing Officer (C.I.A.O.), a director for the Cook County Township Assessors Association and a director on the Township Officials of Cook County Board. As a “taxpayer advocate”, Rich’s office has saved homeowners millions of dollars on their property tax bills. Rich believes the Cook County property tax system must be fair and equitable for all taxpayers.

At the Orland Township Assessor’s Office, taxpayers can sit down with one of our staff and get the one-on-one attention needed to help solve their problems with the Cook County property taxing system. Assessor Kelly feels the ability to get this personal attention is unique to township government.

Rich is a retired High School Teacher from District 218. He taught Industrial Technology at Eisenhower, Richards and Shepard High Schools. Rich moved to Orland Park from Beverly (Chicago) in 1998. He has two children with his wife Kelly.
